FWIW, here's the responses I got from Ultraviolet concerning G.I. Joe: Rise of Cobra & Retaliation, The Fast and the Furious, and The Wolverine.

That's not good since Paramount is not responding to anyone.

Anyone feel we are closer to Paramount and Lionsgate joining MA since the UHD rights are not being granted at UV?

This is 100% correct. Same with Star Trek 2009 and Into Darkness. The slips the 4k discs shipped with are HD slips. BUT the one exception is that they can be redeemed at iTunes and qualify for the 4k upgrade. BUT since Paramount is not in MA, the redeems will be stuck in iTunes and never port back to Vudu. Well, unless Paramount joins MA in the future there is a chance it may port out but noone knows as no studio has joined MA since it was launched.

After doing more research... I've found out the following...

https://www.paramountmovies.com/#/help = Old. Shutdown sometime in January. If you had an open ticket with them, it got lost forever.

https://www.paramountdigitalcopy.com/support = New. They'll actually respond back to you.

Thank you, I just emailed new tickets to both.

Both customer service support teams at UV & Paramount both said this is strictly a Vudu/FandangoNOW issue the retailers need to fix. Paramount support told me THAT THESE TITLES SHOULD BE UV UHD & that the retailers need to fix these. Contradicting what FelipeF has stated.

Contacting UltraViolet 's support team is completely pointless. My email to them tells them that VUDU says it's on UV/studio to fix, they stated this is Vudu's issue to fix and UV opens a new ticket on Vudu for every title by forwarding the original email to them to Vudu's support.

It's always been a they said / they said situation. I just wish they would get it taken care of instead of punishing customers.

I have opened another ticket with paramount, I got the same response
                        Dear Customer,

This is an issue at Vudu's end. Please contact Vudu support to get this issue resolved.

                        Thanks,
                        PARAMOUNT DIGITAL COPY SUPPORT.
If you contact UltraViolet you pretty much get the same exact response. I think I'll hold off from buying anything from Vudu until this issues are all figured out and fixed after UV shuts down. No one seems to know what;s going on at any point.

I just spoke with Vudu corporate, and they had verified that ALL THESE TITLES ARE SUPPOSE TO GIVE THE UHD ULTRAVIOLET LICENSES (the ones that are UHD at Vudu). As did both support teams at both UltraViolet & Paramount Pictures. HOWEVER, even though Vudu support says they do not set up the rights for UV titles, BOTH UltraViolet & at Paramount Pictures support teams stated the same thing. That is on VUDU to fix this issue.

Over a year now on some of these titles.
