Up to the studio (Paramount). Only for rent on UV, Vudu, iTunes and Amazon.

Likely a contractual issue as to who even own digital rights like many older movies.

Yeah, unfortunately, this happens. The African Queen has been the rental only for forever.

It might be interesting to note, sometimes these "Rent" only movies are available to purchase for a short period of time only, like one day if you can catch one. Then boom, they are whisked back to the "rent" only catagory. I don't know if it is an error or a mistake on Vudu's part. I just know it happens very rarely. I started monitoring some of the "Rent" only movies hoping to catch another one. Interesting enough one of the movies I was following did become available to buy, one that I have been following for years. Now at this time I don't know if this is a temporary or permanent movie to own. However, the status did change. The movie is " The Vanishing" (1993) with Jeff Bridges & Kiefer Sutherland. Like I said when and if you do happen across one, jump on it right away.

Vudu needs to update the page then. It states Paramount.

It is Paramount as mentioned earlier and they probably have only the rental rights. For another example look at Terminator 2 - rental only from Paramount, but for sale by Lionsgate. So you'd have to ask Universal why they don't have The Burbs for sale. It's not up to Vudu, they're just a store. They can't sell something that their suppliers won't sell to them. They can ask but that's about it.

You guys are totally right and I am wrong - I wonder when/how the digital moved to Paramount? It was released theatrically by Universal and all of its current physical releases (DVD and Blu) are all Universal...
